Congressional leaders have reached a $1.59 trillion deal on topline spending levels for the current fiscal year, which largely adheres to spending caps for defense and domestic programs. The agreement includes $16 billion in additional spending cuts and rejects deep cuts to important programs. The deal allows for a budget of $886 billion in defense spending and $704 billion in non-defense spending. It also speeds up cuts for the Internal Revenue Service and rescinds $6 billion in unspent COVID relief funds. Lawmakers needed the agreement to write funding bills for agencies before funding lapses in January and February.
