A review commissioned by Manchester Mayor Andy Burnham has found serious failures in the Operation Span investigation into child sexual exploitation in the Rochdale area. The review revealed that out of the 111 children on police files during the operation, 74 were being sexually exploited and there were serious failures to protect the child in 48 cases. Whistleblower Maggie Oliver, who worked on Operation Span, claimed that the investigation was curtailed and key witnesses\' allegations were not investigated. Critics have denounced the decision to name a victim as a co-conspirator in the indictment as deplorable.
